Amending the SHSP

Does anyone have a form or process for amending the SHSP? My state is interested in an easy tool that can "sift" through requests (reasonable and unreasonable items) and identify items that can be amended into (or maybe OUT OF... in extreme circumstances) the SHSP.

Although the SHSP guidance does not provide information for an amendment (formal) process, I would think an amendment would be allowed if there are minor changes (such as strategy changes) that need to be made. However, where the vision or goals are changed, then I would recommend that state and their partners (or coordinating committee) may need to revaluate their plan and possible update and revise SHSP.
As for amending the SHSP, the state, with their partners(or coordination committee), should consider developing an amendment procedures to ensure that future amendments are agreed upon by consensus, the amendments have standing and are still consistent with the original SHSP. Also, where amendments are requested, there should be adequate documented justification for the change. Finally, I would consider the State DOT as the manager (or owner) of the SHSP, so it’s their responsibility to review these requests and determine when an amendment is needed or if the change/modification can be deferred and included in the next SHSP update.
This response was coordinated with the Office of Safety. I would also recommend consulting your FHWA Division Office Safety/Planning folks concerning amending your SHSP.
