SHSP Action Plans

How are States implementing or planning on implementing approved SHSPs? Have any of the States completed action plans for their approved SHSPs? Are there other more simple methods, besides developing action plans, that States are pursuing?

We are not currently aware of alternatives to developing action plans. However, a few resources that may be helpful are listed below.
The FHWA, Office of Safety website (http://safety.fhwa.dot.gov/safetealu/shspguidance.htm) gives an overview of SHSP implementation including discussion on SHSP integration with existing planning and programming processes and project eligibility. Another resource is the Integrated Safety Management Process (NCHRP Report 501). This document lays out a process for the integration of a safety management process. The report suggests the following major steps for a successful process:
1. Review highway safety information.
2. Establish emphasis areas and goals.
3. Develop objectives, strategies, and preliminary action plans to address the emphasis areas.
4. Determine the appropriate combination of strategies for identified emphasis areas.
5. Develop detailed action plans.
6. Implement ISHSPlan and evaluate performance.
As you might imagine, States are using a variety of means to implement their SHSPs; however, most have or plan to develop action plans. Some States developed action plans at the same time as the SHSP, e.g. Massachusetts and New Mexico. Others developed the SHSP and then worked on action plans. For example, California implemented a complex process for developing action plans to ensure they contain actions that are realistic, effective, prioritized, and have the full support of the Steering Committee.
