States with an approved SHSP become eligible to flex 10% of HSIP apportionments to non-infrastructure projects. How exactly does that transfer take place? Or is that process left up to the States?

There is no actual transfer of funds from one account to another or from one funds tracking system to another. The funds are and always will be HSIP funds and are administered through FMIS. States will administer funds through whatever standard operating procedures that they already use. They will also have to account for the funds in the STIP and report on the use of the funds as they would with any other HSIP projects.
